The settings have changed over time, the current version of the time of writing is 3.5 and the settings page looks like this:

You can use the title injection feature to append or prepend the most popular keyword to the title tag.

This feature works with native WordPress title-tag support as well as WordPress SEO by Yoast and All In One SEO Pack.
